WASHINGTON — For 27 years, Irish political leaders have spent Saint Patrick’s Day lunching with US presidents and members of Congress at the Capitol. They have often been feuding, sometimes barely speaking to one another during the worst times of “The Troubles’’ in Northern Ireland. But the lunch always went on, and Senator Edward M. Kennedy was always there.
Four months have passed since Kevin Rudd nudged the Communications Minister, Stephen Conroy, to the edge of the stage and announced plans to build a $43 billion national broadband network.
